Norman P. Becker, CLU
Norm Becker, President and CEO of New Mexico Mutual since April 2008, has vast experience in the business of insurance and health care. With the significant and increasing contribution of medical cost to the total cost of claims in the workers’ compensation industry, Mr. Becker brings unique experience to the position. His former roles included 20 years with Blue Cross Blue Shield plans with the last seven of those years as CEO of Blue Cross Blue Shield of New Mexico. He was also President and CEO of Lovelace Health System from 2003-2006, a system of hospitals, a multi-specialty medical group, health plan and medical laboratory.
Mr. Becker is also an active leader in the community. He is past-chair of the Greater Albuquerque Chamber of Commerce and Leadership New Mexico, as well as former chair of United Way of Central New Mexico. Additionally, he sits on other community related and business boards around New Mexico. Mr. Becker was honored as a Top Performing CEO by New Mexico Business Weekly in 2010. Norm earned his Masters in Health Care Administration from the University of Colorado.
Louis Volk III
Lou Volk is Senior Vice President and Chief Business Officer for New Mexico Mutual. Lou oversees the Claims, Underwriting, Business Analysis and IT functions for the Company as well as provides oversight for Integrion, a third-party claims and administration company. Lou has been with the Company since 2003. Prior to his current position, he served as New Mexico Mutual’s Senior Vice President and CFO for five years. In that position, Lou was recognized as a “Top CFO” in New Mexico for large companies by New Mexico Business Weekly
Lou brings more than 25 years of operations and finance expertise to the organization. Lou has been a Senior Executive of large progressive organizations since 1992. Although his specific responsibilities have revolved around finance, his leadership has transcended finance with additional emphasis in strategy and operations.
Prior to joining the New Mexico Mutual Team, Lou spent approximately 20 years with St. Joseph Healthcare system, a complex health care system encompassing significant provider operations and insurance operations. The provider component of the system consisted of four acute care, St. Frances Gardens nursing home, two medical clinics, a home health agency, more than eighty employed physicians, Albuquerque Healthcare for the Homeless providing medical care for homeless individuals, a health care foundation, a 35% ownership position in the Heart Hospital of New Mexico, and a 50% ownership position in SED Medical Laboratories. The insurance provider component of the system consisted of a significant “quasi-ownership” position in a commercial HMO, HCH/Cimarron, and St. Joseph Medicare Plus.
Lou received a Bachelor of Science in Business Administration with a major in Accounting from Montana State University.
C. Quinn Lopez
Quinn Lopez is Vice President and General Counsel for the New Mexico Mutual, managing a team of legal, compliance, corporate governance, internal audit and human resource professionals to support New Mexico’s largest writer of workers compensation coverage and provider of related risk management and claims adjusting services. Quinn’s team provides Service Excellence to enable New Mexico Mutual to achieve its strategic business objectives and drive innovation in the Southwest. Before moving into this role in 2008, Quinn was the Director of Corporate Governance and Legal Counsel at New Mexico Mutual, responsible for Legal and Regulatory compliance and Corporate Governance matters. Quinn joined New Mexico Mutual in December of 2005.
Prior to New Mexico Mutual, Quinn was General Counsel to the New Mexico Superintendent of Insurance from 2002 to 2005, where he had overall responsibility for the legal, regulatory and legislative issues involving the Department of Insurance, as well as substantive regulation of over licensed insurance companies and producers transacting insurance business in New Mexico. Quinn has significant prior insurance regulatory experience at MetLife in New York City and the Legal Division of the New Mexico Public Regulation Commission as staff counsel to the Insurance Department. Quinn has written all types of insurance laws and regulations, and has significant experience in corporate governance, corporate, contract and outside counsel management.
Quinn graduated from the Boston College School of Law and completed his undergraduate degree at the College of the Holy Cross in Massachusetts. Quinn is a member of the Albuquerque Rotary Club.
